Looks like it happened quickly. As she turned towards him, he thought she was going to run over him, his quick response, not knowing her response was to shoot to protect himself. People can not read each other's mind. You have to make a quick response, act quickly for protection. That's what he did. He did not know what her plans were on how to get away. This was a case of quick survival reaction. She was not thinking, she quickly thought about getting away.

I generally support ICE Agents, but this was uncalled for. They didn't give her any command to stop & identify herself, and they shot her down like a rabid dog.
