yes force can be used against something but it has to minimized unless the person gets aggressive and attacks a officer. home throwing her on the ground was excessive and she didn't even hit, she was just touching her bag. yes she might have been stubborn over her bag but officers have to communicate first before getting forceful to see a bag that they might think something is hidden in there. and she didn't pull out anything, at least I didn't see. if she had a gun or any weapon he had a right to do that. but she didn't have any.
