California spent 2.4 million on rocks to put in places where people were setting up camps,,, that could have helped a lot of people get out of the homeless situation
if we make our cities and towns more difficult to be homeless in, there will be more incentive for people to not be homeless in the first place.......the more you cater to homelessness the more the homeless will feel comfortable being homeless and not change their situation
