Blaming the cop for trying to prevent the car from leaving by getting in front of it, sure his body won't stop the car, but its not about the car stopping, it's about the person stopping it. Most people won't drive ahead when someone is standing there. It's not insane to think people might stop, and not every criminal is an evil psychopath, so it's fair for the cop to think they might just stop.
