I see a cop going far below the speed limit in the passing lane with a clear opening to move over. Looks to me like that officer may be hindering traffic.
Lamborghini did nothing wrong in the video that I saw ! He was following traffic at the same speed the traffic was running ! The cop was the one in the passing lane driving to slow ! Unless the Lamborghini did something previous to when the video started to catch the attention of the officer now that's possible ! Video makes it unclear as to why the cop was going to pull him over !

The Lamborghini was stolen and when he got plate info and another unit behind they initiated the stop
