why is it that whenever there's an emergency the emergency workers always take their time to get off their vehicle and seem to not be in a hurry when these kind of situations every second counts and could be vital to save a life

i like add that i posted these videos as i recieved them . theyre in backwards order.this was my first time posting a video . sorry. someone commented that it was edited not at all. i got in that order and have no copies to correct it . he was on his way to the store and a drunk driver caused all of this . i still cry listening to his crying in pain.he was 16 year old child.
i not sure but i think the police truck may have been still on him . they weren't do much to save him. i wasn't there my daughter -in-law was there. i would at transported him to hosipatal instead i think he was beyound saving. hit by a SUV, thrown , then landed and, run over by another SUV. he didnt have a chance.
it's not edited. this was my first video . my daughter-in-law sent this to me in five was posted them as I received them from her . she's the voice you hear the most. this happened in phoenix. she, granddaughter, and son witnessed everything . she was sending while they still in behind the office that she screamed at bc he didn't know that child was hit, flew over the car the lady crying in one scene car. the ran him over when flew under his SUV to stop. the cop is in shock . he was 16 years old . he didn't make it. I still don't know to redo how they posted. they're real.
they had him under the truck for at least 2 hours . the second truck that hit was the cops and the cop in shock .
they were working for 3 hours on him
