most likely they are foster care teens who are causing the care giver trouble. They look too old to be kidnapped by a single female. That is why the care giver is saying "she doesn't like to take them anywhere." They use authority to be replaced from home to home since they don't like authority over them. I've experienced them ringing my fire alarm and pretending a suicide to bring the police out to be replace when caregiver tries to limit their going and coming.
