Easy, they dont. A "regular" gas pump for cars in the U.S. does not move at 15 gallons per minute (gpm). The maximum legal flow rate for pumps servicing passenger vehicles in the U.S. is 10 gpm.

I used to work for a gas station well I was a state inspection mechanic there but every three or four months the department of weights and measures came in and made sure our pumps delivered exactly what the customers were paying for typically we gave them a little more

well I actually unload those tanker trucks at the gas stations and when I unload it comes out of the truck through a 4in hose at approximately 400 gallons a minute. all by gravity flow. and those pumps you fill your tank at are under pressure.

The flow vs the restriction is what makes pressure. Way more than 15 gal/min can flow through there, but your ORVR valve would keep shutting off the pump.

gasoline is also lighter then water and flows faster under pressure. remember that stick on the pump for weights and measurements they don't measure a gallon they weigh it.
