The fact that he handcuffed him immediately without stating "You are under arrest for [insert reason here] is a violation of his rights as well as he is required to read the Miranda Rights to him as he handcuffs him, the biker will get off easy if it goes to trial, the cop will be fired, and brought up on charges for excessive force making an arrest
