Notice that he said "Crime" that he's committed, Not Penal CODE, which is why States call them CODES, because The US Constitution forbids "any State to make a Law that infringes on any rights granted within the Constitution..A Citizen can only be forced to ID , only if the Officer(s) have RAS (reasonable articulable suspicion) that that Citizen has ,or is about to commit a "Crime"..not a code infraction..and NO State infraction trumps Constitutional Rights...period.

They rely on you not to know your rights. most people don't know that if you yourself is suspected of an actual crime, specifically you that you don't have to ID. most times a cop will say I'M ASKING YOU FOR YOUR ID.. at that point you are willingly surrendering your fourth amendment rights.. in this case the guy did exactly right except when he said I'm out. goodbye. he continued to talk at that point. he should have just kept walking. kept his mouth shut because they can invent a charge the longer you talk to them.. OH YOU'RE STANDING IN THE ROADWAY NOW WE CAN GET YOUR ID.. OH YOU MADE A THREATENING MOVE TOWARDS THE OFFICER AS YOU WERE COMING BACK TO SAY MORE.. they're very clever and how they can violate constitutional rights. we have to be a little smarter than they are and stand on the Constitution
