No way the pilots of both didn't see the other. That helicopter for sure could see. And for as long Asa they could have they should have avoided. I'm with all the other people in the comments. That seemed intentional

I know the area and that happened on the east side of the Potomac. airliners do not approach from that side.The airplane on the runway is on the west side of the Potomac.Some thing is wrong .here. Air Force 1 lands at Andrews AFB looks like a dress rehearsal for a collision.
