What I gathered from the video was that jailbird was somewhat taunting another group of people and saying sexual comments, even after the girls said "I'm a minor" and the other group(group that was with the kid at the stand) intervened telling jailbird to go back to his group and to leave them alone. Jailbird started the whole thing by making slick comments about 16/17 year olds in a completely different group of people tubing!
