That's a muskrat, you can tell by the tail, it has a similar texture to a beaver tail and is vertically flattened for swimming. Rats in the city are typically Norway rats which are not that big and have a normal hairless tail

that's not a New York rat. Nutria rats are this big no matter is it's in New York out on a boat in Alaska or in Europe. They get really big and can weight up to 25 pounds.
