How is it possible that a man with a degree in Economics from Wharton can misunderstand how tariffs work? Charging tariffs on imported goods is a tax on American businesses and American consumers. The reason that a tariff reduces imports is by raising the prices for the imported products so much that Americans can no longer afford to purchase the goods. To offset the reduction in sales to America, the exporters are able to find plenty of other countries who are glad to purchase their goods.
