Stop attacking and interfering with law enforcement while they try to do their jobs. The woman in the snow attacked ice agents and resisted arrest, her "friends" made it worse by continuing to attack and interfere. So the officer had to restrain her AND protect himself. Her comfort was not top priority. She chose to interfere and attack law enforcement officers which are both criminal acts.
