The law specifies that the U S COAST GUARD can approach the vehicle and take them prisoners and bring them to the U S to undergo a legal process. It did not say that the U S military could arbitrarily blow up boats. As a matter of fact ONLY the COAST GUARD was permitted to act in that manner. Also, they can only blow up boats, if those aboard the boat opened fire on the COAST GUARD. It did not say that they can continue to strike the boat if its occupants were rendered harmless Schumer may have introduced the bill, but he couldnβt individually make it a law. As a matter of fact the law was passed unanimously. Why donβt you lis all who voted for it. And even if he could, that doesnβt make it right. I'm sure he did do this, but Mr Schumer also had in mind that those boats were traffickers of drugs. It's the drugs he was after. Not innocent people on boats fishing. Arrest everyone who may have survived the attack.. Not come back and finish them off. Food for thought.

The current administration is not using Schumerβs 1986 law to justify the strikes. Instead, they have designated drug cartels as "Foreign Terrorists." This allows them to use the Law of Armed Conflict (military rules) instead of Maritime Law (police rules).
Not trying to defend Schumer here...that act authorized the Coast Guard to stop, board, arrest, and confiscate but not blow up. It authorized kinetic measures to stop the boat, e.g., shooting the engines. What's the T admin/Secwar is doing now Falls under Section 10

The US Navy doesn't need permission from Congress to board an unflagged ship in international waters. Also maritime law permits deadly force on unflagged ships in international waters that refuse to be boarded. An unflagged ship in international waters has no sovereignty with any country, and can be boarded by any navy in the world. Maritime law is not US law, it's international law recognized by every navy in the world.
