Judge is wrong
The judge is absolutely wrong on this poit. They are FEDERAL TROOPS which means the states have no control over where they are sent. This was put into effect I believe in 1962 when the University of Alabama and governor Wallace would not allow blacks into the college. Kennedy federalized the troops to stop the state from interfering

As of now he is turning the military against US Citizens, and therefor clearly violating his oath of office. 17 million veterans in the US, including myself (took the oath twice) now have not only a moral and ethical but a legal obligation to carry out that oath and defend the constitution against domestic enemies.
