LOL. Congress relied on the Omnibus process to pass bills that they forgot what would happen if the budget is not passed or extended by CR. When Congress passes a budget, they AUTHORIZE and fund the programs. Trump OMB researched the rules. If funding lapsed due to Congress, ALL the gov programs are no longer authorized. The POTUS has a wide latitude to cancel programs and layoff workers when that happens. Cutting authorized programs can be challenged in court. Unauthorized programs are another story. Trump now can make cuts that GOP was too afraid to vote for, and Dems refuse to do it.
Trump would rather have the government shut down and expose the Epstein files because we know his name is all over it. He’s dirty.
