Have you ever heard of Benjamin Franklin and his experiments with different color material and the heat they capture due to their color? Probably not as you don’t sound like you do much research about the founders. To put it briefly, Franklin concluded and published in his findings that the darker the material, the more the sun’s energy is absorbed and more heat is given off than lighter colored items, So painting a metal fence black in an area that is bathed in hot sunshine almost every day would heat up to metal to the point it would be very hot and uncomfortable to the touch without protectio. A no energy consuming, non polluting fence cover, and cheap to maintain to discourage climbing. Maybe you should read more than act intelligent!
