thinks of it like a cold start. the shaft and bearings have to be lubricated to prevent wear or friction that will eventually lead to failure. while he is holding the turbo still, it's being primed by the oil pump, circulating throughout the turbo.

For the love of god don’t do this.
but why?
Next time grab the crankshaft when you start it to prime it
I use a pair of vise grips on the nut with big diesel engines.
Or just pour oil in the oil inlet and spin by hand. Like the manual probably states.
Who's going to go under the hood every time to start the car just to prime the bearings on the turbo?

As long as it's properly lubed at installation, this is what REAL mechanics do.
