unfortunately the state doesn't have power over federal government.. although the federal government is supposed to uphold individual state laws. the reason why they swapping plates..if in fact what they are doing, is for security reasons known as UNpeacful protesting pd by the Democrats with US citizens tax paying dollars to trained law breaking individuals. help ice deport iligal criminals murders, child molesters, gang members. we don't them people in our country. unless you want to be a victim.. If you see a semi truck with a license plate swing freely on the trailer under the trailer this are hiding their license plate from crossing the toll, some they purposely hang deep under the trailer, On the front of the truck they hide the license plate by blocking by the guard rail or bar so cameras can’t see them. If you see those truck with all this you know they are evade toll . Most of these are south Asian truckers, and owners operators doing it
