I lived in California during fire season. they can take whatever water from wherever they want to put out fires. I've seen them dip the buckets into lakes and when they dump them you can see fish dropping too. bad fires back then and only worse now.

When I installed a pool, it was immediately registered with the fire department as an emergency water source. I don't recall the details, but that was probably a condition of the permit.
