Those aren't truffle shavings... those look more like fish shavings, better known as bonito flakes or Katsuobushi. Truffles are small, round and black on the outside... those in the dish are long thin shavings, with no black rim on the outside edge, but are light brown on the edge....just like bonito shavings...and when you have bonito shavings... They absolutely bend and move like that.
