The truck is on a no passing zone.the cars can pass but they are passing too close in front of truck.
those lines are ok for passing. The problem is the passing cars are cutting too close to the semi.

There is only PASSING OVER to the RIGHT LANE
All 3 are passing at the same time. They likely started at the broken yellow and kept passing after the solid yellow arrived. Which is legal here bc of the broken yellow on the other lane. Meaning they could continue to pass until a solid double yellow came up. You can only start passing when a broken yellow appears on your side. You can continue passing when your side goes solid but only if the other side is broken yellow.

If you noticed, the 4th car is passing as well. That car will be the winner of the smash when the truck starts gaining speed on the down side of the hill. Drivers traning teaches that you should be 2-3 car/truck length ahead of the right lane vehicle before you enter the right lane on flat roads. And with that hill, you should allow a 4-5 car/truck length. Hopefully the truck has good breaks!

I see a few things wrong with this picture. They are all following to close. Cutting the truck off. What people don’t realize when a big truck is going up an incline and it has to hit the breaks they loose their momentum. And they have to downshift. Then it takes them a while to build back speed. Slowing down everyone behind them. And that causes road rage. And people getting impatient and passing in dangerous situations. And that causes accidents. Rude and impatient drivers are dangerous. Now if you’re talking about the place in the road where the stripping was pulled off yes I saw that too.
