totally 100% wrong. that concrete is going into a building. that concrete is that watery because its easier for the finishers to trowel that concrete. concrete going into a road has qc tests it has to go through before dumping. no pass no use

That's referred to as slump. The higher the slump, the more watery the mix. Certain kinds of pours require a higher slump so it can be pumped more easily. One example would be pouring walls into heavily reinforced forms. You wouldn't want to pour a driveway, street or sidewalk with this mix.

it's self leveling, that's all, and when you got a big pour you don't want the bottom to start curing without it all being done and since they're doing it with that small wheel loader the wetter the better

you must never did concrete before 😆 they mix it with Sand If it to watery and that is perfect concrete they are pouring. it has to be that way because it can dry up quickly before they smove it out.

now you can make concrete this loose without adding any water and it will be very strong just by certain cemicals.

Way too high a slump! The Foreman obviously doesn't know how to measure the fluids going into the concrete.
