lets go full factory reset with every fucking thing the gov does and evaluate each in terms of spending, need, and program success, and every dollar taken back use to reduce the debt, then 1 year evaluate remaining program effectiveness, then for every $1 spent on programs old and new $1 has to go to paying off debt, if that makes the politions feel like their hands are tied behind their back when proposing or agreeing on any thing, its far better then the noose we all have around our necks
