You definitely need a CDL

Not for hire beens he can only use the truck for personal use cannot haul other stuff that is not going to his business. But he does need a CDL to drive it if it has air brakes and anything over 26,001 lbs. And laws are different if you use it as a farm truck and have farm tags on truck.

CDL’s are for exactly as it states, commercial use. If you’re making money with it, you need one. DOT numbers are required for commercial use over a GVCW of 10,000 pounds or more . If you drive a 3/4 ton pickup and you pull a trailer for your boss, you technically should have a DOT health card and a number on your truck. Many states will allow you to hook a fifth wheel RV to that truck and pull it all day long without a class endorsement. Check the states that you’re traveling in to see what class endorsements, if any, are required.

Not only is it weight driven but it's in combination also. You'll definitely need a CDL but nothing else

It is usually only called an 18‑wheeler when the tractor (the “truck”) is hooked up to the trailer and the whole combo has around 18 wheels total.

it means he doesn't need a federal number because he's only using it for personal use, and he absolutely needs a CDL

avator

does he make any money with that race car? standard license weight limit is 26k like others have said, but when it gets to a courtroom, and it invariably WILL because DOT will eventually write him a citation for something, the "commercial" part is gonna be the make or break... if that car makes any money whatsoever, that "not used for commercial purposes" is gonna get puckery...

To be an 18-wheeler that's going to require two Drive axles.

My understanding is that you must have a CDL for any vehicle that has airbrakes or pneumatically operated brakes. Am I correct?

Either Cdl or doesn’t use the air breaks I’m guessing.

I wouldn’t want to break your bubble. That’s not an 18 wheeler. After all, it’s missing a extra axle in the back and of the bobtail. You might wanna go back to truck driving school and try to figure this one out.

A CDL is required for 1) vehicles over 26000 gvwr, 2) transporting 15+ passengers, 3) transporting hazardous materials, 4) Combination Vehicles- Any combination of vehicles with a Gross Combination Weight Rating (GCWR) of 26,001 pounds or more, if the towed vehicle weighs over 10,000 pounds.

You need a cdl to drive that sorry. You don’t have to run dot numbers on it since it’s private. And you have some freedom others don’t but you still got have the license to operate it.
