first start by putting users of cocaine and other form of drugs in jail and a hefty fine and if they are caught again put them away for minimum of 3 to 5 years. As long as there is a demand the drugs will find their way to them, if they can buy drugs even when it's expensive then the fines and jail time should be expensive also. Stop the drug trafficking at the border, you find the drugs in a Any vehicle, seize it and burn it and the traffickers back to where the drugs came from. You find drug money at a business or residence, seize the property and put the occupants in jail. it would eventually stop.
