There’s two problems. The top car is turning. There’s two lanes mid turn he crosses into the other turning lane which is a No No. But it’s also a No No whether it’s a turning lane or going straight through any intersection you are NOT supposed to leave the lane you are in until your through the intersection. the driver started off in the proper lane but then went into the inside Lane which he or she should not have done stay in your own lane until you're completely through the intersection not cutting off other people just lucky there was not another driver next to them
