This was in China, and the problem was caused by the Chinese government, ordering putting screens over the drains and the screens would clog up so they are just removing the manhole cover so that the water can find a place to go. This is causing flooding in China, where it should never cause flooding. This man is working out at desperation because of the stupid government.
