The baby was not responding to stimuli. So his reflexes had to be checked a different way.
Good startle reaction. Part of the initial evalation of a newborn baby. If baby does not react, there could be something wrong with the baby. Need to complete set of tests along with this one, to detect any problems early on.

They're checking for a healthy nervous system for response to the fear of falling. It's called The Moro Reflex or Startle Reflex. It's a positive sign for a baby but being startled is the correct reaction.
