It looks like a dog that has been on the street a VERY LONG TIME! I have a Shih Tzu that NEEDS grooming ever 6-8 weeks. even regular brushing at home she can get mats that that appear within a day. Her fur is just like human hair, so think how bad your hair could get if you didn't brush it daily. An uncared for pet would get extremely matted in only a few weeks and unrecogizable in months! 😢
