he couldn't drive because he hit something in the bumper was actually hitting the tire so do use this tow truck hydraulics with the cable to pull it off the tire.
this is exactly what all red blooded American men would do. his bumper got pushed back and rubbing on his tire so he got a bigger truck with a winch and is pulling out the bumper so his truck isnt stuck on the side of the road.

hes pulling a trailer with side by sides /most have winches, thats what he's using is a side by side winch they come in handy for all types of situations/ i used mine to pull huge rolls of turf grass into the back yard , hook up two to a monster truck out of the mud , its called country survival tactics like you see this guy pulling his bent bumper off his tire so he can go have fun on his buggies , you only know if you know , otherwise wait on AAA and go home with a frowny face and tissues ..
I did the same with my truck, a tow strap, and a conveniently located bollard.

No hazard lights on to warn others that their is stopped in the road, I don't get people,how did they ever pass their driver's test, one of the first things your supposed to do if your broke down in the middle of the road is turn your hazard lights on, to let other coming up upon your vehicle that you are not moving or broke down, to give enough time to move over into another lane , common sense for your own safety as well as others
