If you are following a federal LE vehicle, even for journalism reasons, you put yourself into a position where they need to keep you safe in a volatile situation. If they are distracted because you're there 'following' them your safety becomes their responsibility, hence impeding their ability to perform their jobs. By arresting you, they control your safety and allow them to focus on the potential threat they intend to remove from our streets. I mean it's pretty simple.
