Electricians will drill through the support beams as to save money on the wiring they use. Keep in mind, they are paid to do the job correctly. That means he bought less wiring and pocketed the money.

In Arizona, because we dont have basements, we run the ROMEX through the ceilings. ROMEX comes DOWN each 2×4 to their Points of contact. Never ever drill though a 2×anything for electrical unless there is APPROPRIATE REINFORCEMENT. Ticky tacky little boxes, folks.

I don't think it is the support beams. The camera angle is misleading. They are studs for the wall. I'm sure they probably have jacks to support yhe walls while they are replacing the insulation. I think. 🤔

Looks more like the electrician screwed up. Those wire should have been run up top along the head or across the ceiling above the boards. That and look at the drill holes. Looks like the electrician needs better help. Typically, that wire work would run over the top in a garage and to drill the studs on a wall for 14s, 8s, 10s and 12s? Yellow means they really needed to run across not through the wall. Rookie mistakes.

the only one that could have done that would have been the jobber working for the licensed electrician. They're the ones that run the lines, they're the ones that would have drilled the holes before the ran the lines, and they're the only ones that can run the lines, so, it that the electrician knocking out the blanks, OR is it an inspector saying/showing that it's not acceptable for signing off on, and to redo the whole structure, think a little more about it, just sayin,
