No, you are always supposed to slow down for oncoming traffic. They have to right away because they're at speed. They cannot stop or slow down. Which could cause and accident So when you're merging onto a highway, you always give the right away to traffic. So the black truck is at fault. Because he should have stopped and given the right away to the semi
