It's going to be a process to get that thing upright. I personally think it was launched in water that was too shallow. I've seen things like this where they have to get airbags under it and it takes a long time to get it upright. Any other boats that come to help are going to be in. very shallow water too.
Looks like someone neglecting to make sure the ballasts were properly being used. You don't launch something with such top heaviness without counter balances in place.

It was likely due to no blast tanks which allows water into the very bottom of the ship. Orbit was filling from only one side causing it to roll.🙏
