That was not an accident. They were starting to tear down the building and had removed the stops on the rails.
that was a stripped crane. all that was left was the cross beams and trolleys. it looks like they cut off the stops. the drives were even gone, so they had to boost it somehow. probably not worth disassembling the rest and getting it down. I've seen them assembled, quite a chore.
