Based on the road markings, they are actually parked in the bike lane which is right next to the curb. There is a gore area (evidenced by the diagonal white lines) separating the bike lane from the travel lane. That being said, the rider had no right to touch the car. This is a case of both parties being in the wrong.
NO! That is NOT a lane. I am tired over cyclists going BETWEEN cars. Just yesterday on 270 in the DMV a guy went by me doing that. 5 miles down the road he caused a 5 car accident! Luckily he was not seriously hurt but his bike was trashed!
Although the car was Blocking Traffic, I just Hate that motorcycle riders are allowed to SPLIT LANES & MANEUVER THROUGH TRAFFIC IN WAYS THAT VEHICLES CANNOT. I THINK MOTORCYCLES SHOULD BEHAVE JUST LIKE EVERY OTHER VEHICLE ON THE ROAD & HAVE TO WAIT JUST LIKE EVERYONE ELSE. GIVE THEM AN INCH, THEY TAKE A MILE. IT BECOMES EXTREMELY DANGEROUS. MOTORCYCLES ARE HARD ENOUGH TO SEE ON THE ROAD & THEY STILL ALLOW THEM TO MANEUVER IN WAYS THAT PUT THEMSELVES & OTHER IN EVEN MORE DANGER. THE THINKING IN THOSE LAWS WAS JUST ST_PID.

I saw someone due this before. He locked a 8 month old in car while mother was walking her 4 year old to car. He was arrested for child endangerment. If I remember right he got 3 years
