He’s trying to seal the tire, a lot of people do it this way when you our out on a trail somewhere and there’s no gas station or air pump around 👍🏼
It works IF ya know how to do it.
you need the air compressor on it at the same time.

Not enough vapor because the way he pored. Need a spray so you get enough fumes. Please, no one do this unless you know what your doing. He got lucky it just did not inflate and seal. The outcome can leave you seriously injured or even dead.
