Wanna fix a big part of this problem? Put our Senators and Representatives on a time/billing app like lawyers use for case management. Lawyers have to account for their time in 6-tenths of an hour with a description of what they did, and for who/whom. It would take time to keep their time up-to-date, but at least we'd see what we're getting for our money! If we did that, and imposed some harsh penalties for cheating we'd probably see a lot of long-timers leave office if they had to account for their time!
