Government shut down is due to Drump and Repubs. #1 Dems want to extend subsidies for ACA, if not US Citizens insurance premiums will double or triple. #2 Repub/Drump's campaign promise was they would release the complete Epstein file but they still refuse. Those two things is all that need approved. Repubs aren't even in that state, Dems are waiting for Repubs to return negotiate and get the government open.
