um yeah. if you're in public and speak no english, dont know english, im going to assume with probably a 95% accuracy rate that you're illegal. and based on the # of illegals in our country, about 50 mil that means 1 out of every 7 people is here illegally, and very few legal immigrants dont speak any english.

The 4th and the 14th Amendments have gone to the courts many times to clarify the personal rights, especially those which arrest people by racial profiling.
