I suggest he look up some basic history .. and how the state bent its knee ,, to stop being a territory .. not hard to do , you just read the state constitution ,,verbatim .. and pay attention to the article that adopts the federal constitution .. after reading ,, the federal enabling act..for Washington territory ..😆 then remember, Oregon , was the last slave state , that entered the Union ( it was in their constitution )..and over ridden by federal laws , 13 & 14 amendments.
