All you have to do is look at the Republican percentage of all voters and the actual Republican representation in Congress in blue states and it speaks for itself

Texas redistricted because there was a huge population increase. California has been shrinking, with the exception of illegal immigration. Now it is shrinking for sure. There is no need to redistrict a state that is shrinking. There is when the state is exploding.
