got to be China, I have unloaded ballast cars and we dont use those slap side cars but that looks more like he unloaded coal cars not ballast in the end pic

That is probably done in another country for far less pay. If it was here in USA would be Union work would have to be compliant to OSHA guidelines & wear a hard hat & safety goggles as well as a respirator, not just a hat & paper mask.
