when I was a kid in the 60s. they put these people in 2 places. the mental hospitals or the county farm. the farm gave them a place to stay and work to do to provide the food they ate and the milk they drank. May be time to revisit these ideas. they can grow vegetables to sell or donate too food banks to help others kn the edge. they wouldn't be kn the streets but in structured surroundings
