something seems to be locked up, most likely the AC compressor or the alternator, but I've seen a water pump get rusted and have the internal fins break off and cause the water pump to lock up. Considering none of the pulleys except the crank are spinning, it almost seems like there is some sort of clutch mechanism on the crank pulley that isn't engaging, but I've never heard of a crank pulley having a clutch on it.
