The outer layer doesn’t matter and can be cased and refinished. Hint re finished the outer finish not the structural support that’s reinforced. Hell I drive under a 100+ year train trusses supported by concrete that they just resurface every couple years cause people panic but what’s holding it can’t be seen that’s why they have bridge inspectors with sonar and fancy equipment
