7am-6pm are the city's ordinance rules. The construction crews are aware of these hours. If they are fined that's on them. I don't know what caused the construction delays, but but it shouldn't be on the person who complained (neighbor) to pay your 2 month extra rent you had to pay, due to these delays. If the delays were due to weather, it's no one's fault, but if construction took longer because they need to get extra hours in due to labor issues,maybe the owner should try to get the money back from the contractor, or just eat the cost, because new construction is sometimes delayed for many reasons (weather, permits, electrical, water inspections or approvals, etc.). I think the judge made the right call.
